The first partial car might have the manufacturer's name in the center of the spare tire, but the photo is not clear enough to read the writing. Possibly a mid-1930s Graham?
Those buildings are still standing today. They used to be the HQ for the City of Chicago Board of Education. Now they house the Board of Elections and specialized units of the Chicago Police Dept.
