There was no clock because it was on the old City Hall, at the opposite end of Cadillac Square. Cameo appearance by the Soldiers' and Sailors' Monument.
I think the second car from the right is a Baker Electric. Slightly ahead of the times.

It seems remarkable that the county never felt it necessary to building something bigger, even as the population grew almost eight-fold over the next half century. Many of the administrative offices have recently been relocated to the Guardian Building, rather ironically as the population is now falling off.
