When my parents visited me on weekends at Michigan State University in the early '90s we would eat at Clara's, which was once a Lansing train station (relatively recently closed and now under renovation -- again!); here's a link

I assumed the long side of city hall faced the capitol; but it fronted Ottawa Street. The narrow side faced the capitol. The post office and YMCA behind city hall were on W Michigan Ave, the main thoroughfare.
The steeple on Christ Community church is the only visible church on the north side of the capitol in 1907. The church or churches on the south side are gone, possibly relocated to the north.
Ah, but which tower was it ?? Apparently the one below, the 152-foot-tall city standpipe. (Having settled that, let's answer a question that will mystify wimpy Californians not used to Michiganian weather: how do you stop the standpipe from turning into a giant popsicle when it's below zero outside??)

So keep the water moving: makes sense, I guess. (Sadly, in the Golden State, water is joining frigid weather as one of those things that "other parts of the country" experience).
