This looks to be the Harrisburg Neighborhood in Augusta. It's near a now closed mill next to the Augusta Canal and was settled by Irish and Scots Irish immigrants. The houses are still there. I wonder if this could be where Charlie ended up:

Wow, I live in Columbia. Those old mill houses are still here. Some of them, anyway.
…that the arms are dramatically different in length. His left sleeve did not bend with his arm, which I believe creates the illusion that it's longer. Also, part of his right hand is behind him, which makes that arm look a bit shorter than it really is.
Also, I think it’s just foreshortening on his right foot.
Don't know if they vary in length, but I believe this guy could pick a dime off the floor with his left hand without bending over.
It looks like he has a clubbed right foot too.
The arms, they vary greatly in length...or are my eyes being tricked?
