... and I keep going back and forth about this looking at the other photo, but now I'm pretty sure this is 42nd Street, on the west side of this bend in the Menominee River. The train tracks in the background, the streetcar bridge in the distance, seems to align with this 1936 map of Milwaukee. (Look for Wisconsin Avenue, and little stub of 42nd street going under the viaduct.)
It's still sort of there, today as a dead-end turnaround.
