I'm thinking this was probably taken at a 'First Monday'. Can't tell for certain, but it looks like the county courthouse in the background where First Mondays used to be held on the (logically) first Monday of every month. A traffic circle now surrounds the courthouse and First Monday is now held on the first Saturday and Sunday of every month about two blocks from the original location. You can still buy animals there, although just last year they started requiring that the animals have a health inspection first so the number has been dropping.
At a First Monday four years before this photo was taken, 35 year old Obediah D. Beene paid an Indian shaman two bits for some advice on how to live a long life. The shaman told him to look at his food "Look at how much you want--eat half." The man later known as "Mr Obie" did just that from that day forward and lived until he was 106, passing away in 2006.
