This is very odd. It looks like the shafts are around the far (mostly unseen) horse. This horse must do most of the work of pulling the carriage. The closer horse with a rider has slack traces. Perhaps this horse pulls the carriage only when the other needs some assistance.
I love how the reins are routed through the small portal in the dash of the carriage. Have never seen that before.
