The pipe and chain is quite normal and safe. It is part of the tow dolly or "Joe Dog" used to tow double semi trailers
I see a pole and a chain coming from the back axle of the trailer. It looks like it is going straight back to a second trailer? It's scary to think a semi-trailer being pulled by a piece of pipe and a chain.
Chains are readily available for snow!
