The ladies appear to be taking notes. Maybe a Town Hall meeting, or possibly Civil Rights meeting ? All dressed nicely as well.
The young woman on the left looks like she didn't want to be at whatever this event was. She's not taking notes and (worse yet) not wearing stockings! This was a big no-no back in the day. The older women seen behind them are mostly wearing hats. But the younger women aren't, their carefully composed hairstyles are their hat substitute.
