If the picture was dated 1941 why is the license plate dated 1943?

They look like a couple of pretty cool characters. The one on the right really strikes me with his cap and both his expression and body language. It makes me want to know them.
Looks like the date on the license plate is '43, not '41. Would that just be the expiration date on a plate issued in '41? Or maybe my old eyes are failing and what looks like a three to me is actually a one.
