Interesting that it still has a steering wheel. What would it have been connected to?
That's the Taft Bridge in the background. Among many clues, each of the large arches has six small ones. Key has eight, except for the arch that was added later for the George Washington Parkway. Besides, if the the date is correct Key Bridge wouldn't be finished for three more years.

The Tank behind the Army officers is a Mark VIII - a UK/US developed Main Battle Tank for the 1919 Western Front Offensives that never came about.
