The hairstyles of the women, and the clothing of the people who are not in bathing suits would date this picture closer to around 1908 to 1910, certainly before WWI at least.
I propose an annual ShorpyFest to be held in Atlantic City. We'll gather on the beach, the men wearing woolen suits and straw boaters, the women wearing bombazine and large hats. The more daring may wear appropriate swim attire. What fun we'll have!
And some don't. It looks like the style of bathing suits hasn't changed dramatically since the 1900's. Women are still wearing the "no bare feet or ankles" swimsuit/dresses. One wonders if they are still wearing their corsets under them? Some of the men are now sporting sleeveless suits. But others are still wearing the same ones shown in photos from 1905 right down to the stripes.
Oh... The little boy in the sailor suit on the far right is cute.
