The pedal car appears to be a 1933 Steelcraft "Plymouth City Fire Dept" model. It was built by the Murray Ohio Manufacturing Company and sold under the "Steelcraft" brand name. Murray also made bicycles and tricycles.
Here is a restored car, missing its fire bell and "City Fire Dept" hood decals.
