In my youth, I turned the crank on an ice-cream maker exactly like that one, and I do mean exactly.
I would guess that the young man in the suit is the son of one of the ministers or deacons that are going to eat that ice cream. Black church affairs are usually pretty formal events.
What a great picture of kids having fun and doing a good deed. One interesting detail is the neat way that "North Carolina" is stamped on the license plates, with the "a" nested inside the "C".
That one chap on the left seems a little overdressed for this scene.
