November 1940. "City Hall after a snowstorm in Norwich, Connecticut." Medium format acetate negative by Jack Delano for the Farm Security Administration. View full size.
It looks like at some point Norwich decided to sacrifice parking lots and filling stations for green space, and to bury the power and phone lines in front of City Hall. I guess they opted for the Bedford Falls look over Pottersville.
I've been through Norwich, but this old photo completely baffles me. Power lines have since been buried, and the traffic pattern has changed.
