1925. "REO coupe overlooking San Francisco Bay, Embarcadero piers and Yerba Buena Island." Plus an unintentional shadow-selfie. 5x7 glass negative, formerly of the Wyland Stanley and Marilyn Blaisdell collections. View full size.
I might be wrong, but if that is indeed Montgomery Street in the photo, those curbs were built to last. 90 years seems quite good for a street project. By the way, how did he NOT hit that rock?
[The actual location is higher than the aforementioned 1400 block of Montgomery, in fact, it's atop Telegraph Hill, in Pioneer Park, now the site of Coit Tower. We can't get a Google view quite that high, but note the relative position of Yerba Buena Island's profile to that of the East Bay hills in the distance. -tterrace]
Before Coit (Tower) and before Yerba Buena got a companion, Treasure Island.
Is the rear end of the car a Trunk or a Rumble Seat or was it an option?
That's my guess.

I hereby withdraw my earlier guess and add my wholehearted concurrence with tterrace.
